This test is excluded on macOS due to platform-specific limitations:

REASON: popen() with shell pipelines hangs on macOS when the parent process
has active child processes. This test requires reliable process detection to:
1. Verify bpclm daemon is running (get PID)
2. Kill the bpclm daemon to simulate crash
3. Verify the daemon was killed
4. Verify the daemon successfully restarted

These operations use popen() with commands like "ps aux | grep" which hang
indefinitely on macOS when ION daemons are running as child processes.

The core functionality tested (bp_start_plan() API and crash recovery) is
sufficiently covered by other tests on Linux/Solaris where process detection
works reliably.
